NEW DELHI / RANCHI Emphasizing that digital transformation in the judiciary must be measured by its tangible benefits to citizens rather than systemic complexity, Chief Justice of India (CJI) Surya Kant has underscored the imperative of leveraging modern technology to build a more accessible, efficient, and responsive justice delivery system.
Speaking at the inauguration of the state-of-the-art Jharkhand High Court data centre, the CJI issued a definitive caution to the legal fraternity: while digital tools are indispensable for modern legal administration, innovation must strictly complement and never substitute human judgment and judicial wisdom.
Key Technological Rollouts Unveiled
The inauguration event marked a major milestone in digital judicial infrastructure, introducing several critical tech-driven tools designed to streamline advocacy and court administration:
- Revamped High Court Website: Designed for seamless navigation and optimized public access to legal updates.
- Online Certified Copy Application System: Aimed at eliminating procedural bottlenecks for civil courts across Jharkhand.
- Personalized Cause Lists: Tailored to assist advocates and litigants in tracking matters efficiently.
- Speech-to-Text Software: Integrated to modernise court proceedings and record-keeping.
Efficiency vs. Accuracy: A Caveat for Practitioners
Addressing an audience of judges, senior advocates, and legal administrators, CJI Surya Kant highlighted that modern judicial infrastructure increasingly relies on electronic communication, real-time data access, and digital repositories. However, he issued a sharp reminder regarding the limitations of automated and speed-driven tools.
“Speed must never come at the cost of accuracy, and responsibility for the final text must remain with the human user,” Justice Kant emphasized, noting that technological outputs require rigorous verification—particularly concerning legal terminology, citations, and proper names.
The CJI further cautioned that technological modernization must remain subservient to core constitutional values, ensuring it never undermines judicial independence and fairness.
Redefining the Metric of Success
Concluding his address, Justice Kant reiterated that the true utility of legal tech lies in its practical outcomes for the stakeholders of the justice ecosystem.
“Technology is only a means to an end,” the CJI remarked. The ultimate success of these initiatives will be determined by whether litigants find it easier to approach the courts, whether advocates can prepare more efficiently, and how effectively judges are supported in discharging their constitutional duties.
